The RailSim Package Manager is only for the Rail Simulator not for TS2014 (RailWorks).
Please use the utilities program from your TS2014/Railworks folder.
x:\programs\Steam\steamapps\common\railworks\utili ties.exe
With this program you can install all rpk and rwp files.
